Under the Road Traffic Act, what does a flashing red light mean?
Answer: ④ Vehicles may proceed while watching out for other traffic after stopping temporarily just before the stop line.
A flashing red light works like a stop sign: stop temporarily just before the stop line, crosswalk or intersection, then proceed carefully. Slowing down or continuing without stopping is how you treat a flashing yellow, not a flashing red.
